  ¹Ì±¹ÀÇ Àå¾ÖÀα³À°¹ý(IDEA: Individuals with Disabilities Education Act Amendments of 1997)À» ¾ð±ÞÇϸ鼭 Ư¼öÀ¯¾ÆµéÀ» ´ë»óÀ¸·Î ¡®¹ß´ÞÁöü¡¯¶ó´Â ¿ë¾î¸¦ »ç¿ëÇÒ °ÍÀ» ±ÇÀåÇÏ°í ÀÖ´Ù. ±×·¯³ª ÇÑ°¡Áö À¯ÀÇÇÒ Á¡Àº IDEA¿¡¼­´Â ¾ÆÁ÷ ¡®¹ß´ÞÀå¾Ö¡¯¶ó´Â ¿ë¾î¸¦ »ç¿ëÇÏÁö ¾Ê°í ÀÖÀ¸¸ç µû¶ó¼­ ±× Á¤Àǵµ ³»·Á³õ°í ÀÖÁö ¾Ê´Ù. ´ÜÁö 3¼¼¿¡¼­ 9¼¼±îÁöÀÇ ¾Æµ¿À» ´ë»óÀ¸·Î Àå¾Ö¸¦ °¡Áø ¾Æµ¿(child with a disability)À̶ó´Â ¿ë¾î ´ë½Å ¹ß´ÞÁöü¸¦ °¡Áø ¾Æµ¿(child with developmental delay)À̶ó´Â ¿ë¾î¸¦ ¾²µµ·Ï ±ÇÀåÇÏ°í ÀÖÀ» »ÓÀÌ´Ù. ¡®Àå¾Ö¸¦ °¡Áø ¾Æµ¿¡¯°ú ¡®¹ß´ÞÁöü¡¯¿¡ ´ëÇÑ IDEA 1997ÀÇ Á¤ÀǸ¦ ¼Ò°³ÇÏ¸é ´ÙÀ½°ú °°´Ù.

  Child with a Disability: A child with a disability who needs a related service but not special education is not considered to be disabled unless the related service is defined under state law as special education. For example, a child who receives family counseling would need a related service but not be considered disabled under IDEA. (CEC Today, 1999, p. 1)

  Developmental delay: For children ages 3 through 9, the state and local education  agency(LEA) may define "child with a disability" as a child who is experiencing developmental delays and needs special education and related services. With this change, young children do not have to be labeled to receive special education service. (CEC Today, 1999, p. 1)
